1. Introduction

The Library Information Technology Centre of South Bank University was invited by the British Library Research & Development Department to undertake a study of policies, practices and attitudes to course readers and electronic publishing of learning support materials in Higher Education.

The aim of the study was to establish the groundwork for a larger project to investigate the direct delivery of curriculum support materials to students, implying use of a mixture of on-demand publishing techniques. The study sought to understand three areas of concern underpinning any large-scale developments of this kind:

publishers' policies and reactions to such techniques, particularly regarding (electro)copyright and licensing arrangements;
the extent to which such techniques are currently prevalent or being planned within higher education institutions;
to a lesser extent, an understanding of purchasing practices by students and how these are driven

The results of the study were intended to provide a platform for addressing these issues and providing recommendations or indications as to how a future project should develop.
